EC Assistance for Strengthening the Vocational Education and Training System

The overall objective of the programme is to assist the Turkish Government, through the Ministry of National Education, in the process of innovation of the vocational education and training system (VET) inTurkey and in its adaptation to the needs of the country and the priorities of local industries.

The specific objectives of this programme are:

  • To provide assistance in improving the quality and relevance of the VET system through the implementation of a national reform, which includes the development of a national qualifications system;
  • To strengthen institutional capacity at national, regional and local level of public administration, social partners’ representatives and companies. This would lead to the establishment of an effective partnership agreement among all institutions and social and economic partners involved in VET and to define their role and contribution to the process of reform;
  • To speed up a process of decentralisation of the system, by involving local actors in the implementation of the process of reform.

Services provided:

  • Supply of various short term consultants, up to a total of 45 man months, spread over the entire project duration.
  • Participation in the clarification meeting;
  • Part of this large TVET call by writing components on curriculum development, training of teachers and management for the technical proposal, monitoring of materials, development of teaching staff

  • New curricula development
