Strengthening the Ministry of Higher Education and Scientific Research MoHESR

The project will strengthen the Ministry of Higher Education and Scientific Research (MoHESR) of Yemen and provide it with a clear mandate to supervise, control and monitor the tertiary education sector, so that it has the capacity and capability to implement the MoHESR mandate in an efficient and effective way.

The project will have 2 main components:

  1. Institution building: formulate a mission statement and mandate, a strategic plan for the upgrading of the MoHESR staff members, followed by a restructuring of the organisation and management for MoHESR in relation to other Ministries and universities. Strengthen the external and internal horizontal and vertical relations of the MoHESR to guarantee a qualitative overall supervision and control of the higher education developments and implementations and avoiding overlaps with the Ministries of Technical and Vocational Education and Education and

Capacity building: to increase the capacity of MoHESR management and support staff so that they are capable to render the government services to the Higher Education Institutions, students and the public in general according to national and international standards. A first Training Needs /Assessment was undertaken in February 2005, based on the current situation and performance of the MoHESR. A proposal for general training has been submitted to Nuffic NFP Multi-Year Agreement in July 2005. The introduction of a new MoHESR structure will lead to a phased Training Needs Assessment and Training Plan that will cover the specific training demand in line with the structure and systems developed by the NPT programme.
